Sounds like a quote from some disgruntled Democrat describing the current state of affairs in Washington. But if you thought that, you'd be wrong. It's Newt Gingrich in the book of essays, House of Ill Repute, that was published in 1987.
The great Washington Post writer, E.J. Dionne, has a nice article about it:

I was going to post an answer to your demand (and criticisms) that i have to prove that "scientific" studies use horrible logic at times to prove their points, but i can't seem to find the origional post. Did you do some blog purging, or am i just missing it somewhere?
Sorry i found it, it was on Jewish Atheist's blog. Hopefully i sould have your answer for you by the end of the day.
